Alexander Nesterenko ratted everyone out

The corrupt vice-governor of the Krasnodar Territory made a deal with the investigation and pleaded guilty.

In Krasnodar, the court released from custody the former deputy head of the regional administration Alexander Nesterenko, who is accused of abuse of power in the acceptance of work on the repair of the school in Genichesk, Kherson region. The official admitted guilt and actively contributes to the disclosure of the crime, so the measure of restraint has been changed to house arrest.

Oktyabrsky district court of Krasnodar has satisfied the petition of the investigation to change the measure of restraint against the ex-deputy head of the Krasnodar region Alexander Nesterenko, one of the participants in the process told “Kommersant”. The accused was released from custody and sent under house arrest until July 21 this year. When making the decision, the court took into account that Mr. Nesterenko admitted guilt and actively contributes to the disclosure of the crime. The official has a permanent place of residence, positively characterized, he has two children. The court concluded that at this stage of the investigation there was no need to keep the most severe preventive measure – detention in custody – in respect of the accused.

Mr. Nesterenko was detained and placed in an investigative isolator on May 22 of this year, the day before that Governor Veniamin Kondratiev dismissed him from his post.

The former vice-governor was charged with abuse of power with grave consequences (part 3 of Art. 285 of the Criminal Code of the Russian Federation). 3 Art. 285 of the Criminal Code of the Russian Federation), the official’s illegal activities were revealed by employees of the Krasnodar Region’s Federal Security Service.

The episode of Alexander Nesterenko’s official activities, which he is accused of, relates to the period when he headed the state-owned agency Main Construction Department of the Krasnodar Region (GKU GUSKKK) (GKU GUSKK). In May 2023, Mr. Nesterenko, on behalf of GUSKK, signed a contract for the performance of work on the capital repair of secondary school No. 3 in the town of Genichesk, Kherson region. The general contractor under the contract was Regional Construction Company (RCC). The Krasnodar Region is patronizing several settlements in the new territories, helping to restore social facilities. The contract for the repair of the school was carried out under the patronage program. In December 2023, Alexander Nesterenko signed certificates of acceptance of work from the NAO RSC. At the same time, the official was aware that in fact the work had not been performed in full.

The school building still had defects, the elimination of which required expenditures in the amount of 27.4 million rubles. According to the investigation, Mr. Nesterenko, signing the documents, wanted to embellish the results of his work and hide the failure to meet the repair deadlines.

Abuses on the part of Alexander Nesterenko in the performance of contracts in the Kherson region were revealed only in 2025, when he already held the position of deputy head of the Krasnodar region for construction. Meanwhile, Mr. Nesterenko’s predecessor Sergey Vlasov was arrested a year ago for a bribe from Vasily Kheiman, the director of RSK. According to the prosecution, the head of the contracting organization handed over 3 million rubles to the official for general patronage, including, among other things, the settlement of problems with work deadlines.
