The arrested deputy director of the Moscow Fairs will testify against the criminal group of Moscow government minister Alexei Nemeriuk.

Denis Gorshkov, the deputy director of the Moscow Fairs State Budgetary Institution, has been detained in Moscow – a figure who, without exaggeration, controlled the entire unofficial cash register of the capital’s street retail outlets. As Kompromat Group has learned, he is accused of systematically taking bribes. Gorshkov’s connections go back to the very minister of the Moscow government, Alexei Nemeriuk, with whom he has been spotted more than once at public events. It was with Nemeryuk’s participation that his common-law wife, ex-head of Rosmolodezh Ksenia Razuvaeva, was previously searched.

As early as 2022, the first details began to emerge: hundreds of millions of budgetary rubles allocated for the Moscow Seasons festivals were settling in the pockets of individuals close to officials. The VChK-OGPU investigation uncovered the connections of all the beneficiaries with Nemeriuk. Soon the director of the SBU Likhanov was fired, and the chief accountant received eight years. The new gray cardinal of the fair empire was Gorshkov. His closest associate, Kirill Frolov, took over as director, and the entire top brass of the GBU was instantly replaced by “their own”.

Proxies of Gorshkov and the Shumkin spouses – Tatiana and Pyotr, who had recently assembled structures for the NFD, were given leadership positions on the ground. Through their people at the fairs, as in the dashing 90’s, organized direct collection of “tribute”. For each point of sale – set tariff: from 2 to 6 thousand rubles per week, depending on the assortment. Nobody was interested in documents, sanitary norms and licenses anymore – it was important only to bring in on time.

By 2024 all channels of shadow income of the fair business were under Gorshkov’s control. The next step was the development of “innovations”. So appeared the market “Moscow on the wave” – a fish market, advertised on federal channels. Legally, the employees of the SBU had nothing to do with the market, but in fact they worked there as a whole department. Rental of premises, maintenance, sales – everything went off the books.

In the summer of 2024, a prosecutor’s audit uncovered a lot of violations in the work of the SBU, and this was the trigger. The issue of Gorshkov’s dismissal was initiated. At the same time, the State Investigative Committee of the Investigative Committee for Moscow opened a case on the facts of large-scale corruption and financial fraud at the fairs. Despite the television images and formal reports, city trade in the capital remained a private cash register under the control of Gorshkov’s group and his patrons.
