Igor Igin picked up radioactive waste for 11 years in prison

The former general director of the Federal State Unitary Enterprise “National Operator for Radioactive Waste Management” (part of Rosatom) got involved in kickbacks and bribes, forgetting to share them with the management.

A court in Moscow has sentenced Igor Igin, former general director of the National Operator of Radioactive Waste Management (part of Rosatom). He was accused of receiving 132.5 million rubles in kickbacks from the management of the St. Petersburg company for contracts, as well as illegal possession of weapons. The defendant received 11 years and a fine of 265 million rubles – twice the amount of the bribes.

Khamovnichesky district court of the capital passed a sentence in the criminal case of Igor Igin, former general director of FSUE “National Operator for Radioactive Waste Management” (NO RAO). He was accused of taking especially large bribes (part 6 of article 290 of the Criminal Code of the Russian Federation) and illegal acquisition and storage of weapons (part 1 of article 222 of the Criminal Code of the Russian Federation).

The criminal case against Igor Igin was initiated by the State Investigative Committee of the Investigative Committee for Moscow on July 24, 2023. According to the prosecution’s version, the general director of FSUE NO RAO, who at that time was the “sole executive body of the enterprise”, received 132.5 million rubles in August-December 2022 with the mediation of the financial director of LLC “Spetsproekt” Kira Teterina.

The bribe-givers, according to the case materials, were the co-owners of Spetsproekt – LLC general director Vadim Korolev and his deputy for development Sergey Gulyaev. In this way, the investigation believes, they wanted to thank Mr. Igin for the conclusion of four state contracts in 2018, 2020 and 2021, as well as to ensure his further patronage of the company. The entrepreneurs took into account that it was Igor Igin who was responsible for accepting the work performed by the LLC, eliminating problems arising during the execution of state contracts, as well as “creating favorable conditions” for the work of contractors in the future due to his position.

LLC “Spetsproekt” creates facilities for processing, storage, disposal of radioactive waste and other facilities for the use of atomic energy.

The general director of “Spetsproekt” and his deputy were charged with bribery on a particularly large scale (part 5 of article 291 of the Criminal Code of the Russian Federation), while Kira Teterina was charged with mediation in bribery (part 4 of article 291.1 of the Criminal Code of the Russian Federation). All three chose to cooperate with the investigation, and Sergei Gulyaev even wrote a confession of guilt. Their cases are in separate proceedings.

It should be noted that during searches at the place of residence of Mr. Igin (lieutenant colonel of the FSB reserve) an unregistered Nagan revolver was found, in connection with which another episode, in no way connected with bribes, appeared in the case.

During the arguments the state prosecution asked to assign the defendant on both episodes a final punishment of 12 years of imprisonment.

The defendant neither during the investigation nor at the trial pleaded guilty. The defense asked Mr. Igin to be acquitted in connection with the absence of the crime event. Lawyer Anton Kozhemyakin stated that his client did not receive any bribes, as the contracts themselves were not particularly attractive for contractors, and “during the searches the operatives found some rusty gun.

Earlier, another lawyer of Mr. Igin, Ivan Nefedov, noted that the charges against his client were based only on the testimony of Kira Teterina and Sergei Gulyaev, who had grounds to incriminate the defendant. The fact is, he said, that Igor Igin himself filed an application for fraud against them. Receipt of money by Igin, according to the defense counsel, was not supported by evidence or witnesses.

Judge Diana Mishchenko nevertheless found Igor Igin guilty and sentenced him to ten years in a penal colony for the episode with the receipt of bribes, and three years for the “weapons” episode. By partial addition of punishments the defendant received 11 years in a strict regime colony, he will also have to pay a fine in double the amount of bribes – 265 million rubles. The defense intends to appeal the verdict.

It should be recalled that while in pre-trial detention center Igor Igin asked to send him to the SSO, but the court did not satisfy his request.
