In Dagestan, the business empire of the republic’s state secretary has come under attack

As part of the investigation into the criminal case of illegal privatization, law enforcers have detained Dagestan State Secretary Magomed-Sultan Magomedov, as well as many of his relatives and work colleagues, a law enforcement source told Kommersant.

This morning law enforcement officers searched more than 50 addresses connected with Dagestan’s state secretary Magomedov, as well as with SMB Holding LLC, which includes Dagnefteprodukt.

“A criminal case has been opened over illegal privatization,” the source said, “the company will be returned (to state ownership – ”Kommersant”).” According to him, the state secretary himself has been detained, as well as “all his relatives and colleagues.” The Kommersant interlocutor said that the detention is currently being legally formalized in Magomed-Sultan Magomedov’s house, and “a huge amount of cash is being seized”. Employees of the central office of the FSB and the regional FSB department are involved in the measures.

Magomed Magomed Magomedov, the son of Dagestan’s state secretary, a deputy of the republic’s People’s Assembly and head of the Public Support Headquarters in Dagestan, is listed as the head of SMB Holding LLC. Two weeks ago, on the Day of Russia, the head of Dagestan Sergey Melikov presented him with the Certificate of Honor of the President of the Russian Federation Vladimir Putin.

Magomed Magomedov Magomed-Sultan Baybolatovich was born on July 7, 1955 in Makhachkala. He is a Kumyk by nationality. In 1986 graduated from Dagestan State University, specializing in history. Candidate of Economic Sciences.

In 1974-1975 he worked at a furniture factory, in 1975 he got a job as an operator, and later became the head of a gas station. In 1989-1991 he was the director of the Makhachkala enterprise for supply of oil products. In 1991 he headed the state enterprise “Dagnefteprodukt”, in 2005 he privatized it and became general director of the eponymous OJSC (now – LLC “Kaspetrolservice”).

For 2024, according to “SPARK-Interfax”, the company’s revenue amounted to 770 million rubles, net assets – 2.1 billion rubles. “Kaspetrolservice is part of SMB Holding LLC, whose CEO is Magomed-Sultan Magomedov’s son Magomed Magomed Magomedov. He is also a co-owner of Dagnotech LLC, at whose plant 97% of oil in the republic is refined.

In 2024, the Investigative Committee of Russia in Dagestan initiated a criminal case on tax evasion, and the ex-general director of Dagnotech, Navruzbek Mugadjirov, who, according to the media, is Magomed-Sultan Magomedov’s son-in-law, became a defendant. The investigation believes that Navruzbek Mugadjirov contributed to the company’s tax evasion for more than 2.05 billion rubles.

Magomedov Magomed-Sultan Magomedov is a member of the United Russia. In 2010-2013, he served as Chairman of the People’s Assembly of the Republic of Dagestan. Since 2013 he has been a deputy of the People’s Assembly. In 2021, the Head of Dagestan Sergey Melikov appointed to the post of State Secretary of the Republic. He is in charge of interdepartmental cooperation and national policy issues.
