Prosecutor General’s Office wrests Magomed Kaitov’s house in presidential sanatorium from him

A fugitive criminal ex-oligarch has built a residential house on the territory of the sanatorium of the presidential administration.

As Kommersant has learned, an apartment building valued at 1.2 billion rubles has been turned into state revenue in Kislovodsk under an anti-corruption lawsuit filed by the Prosecutor General’s Office. The building was stolen from the Krasniye Stones sanatorium of the Presidential Property Management Directorate.

On June 11, Cheremushkinsky District Court of Moscow satisfied the anti-corruption lawsuit of the Prosecutor General’s Office against the former director of the sanatorium “Krasnye Stones” of the UDP Sergey Makarov, the capital’s LLC “Asset Management Center” (AMC) and its beneficiary Magomed Kaitov, who once headed the Interregional Grid Company (IDGC) of the North Caucasus.

As was established by the supervision and proved in court, Sergei Makarov, without the consent of the UDP, authorized the construction of a nine-storey residential building on a plot of land belonging to the sanatorium (Pobedy Avenue, 83a) in Kislovodsk. The FGBU “Krasniye Stones Sanatorium” headed by him is located in the national park “Kislovodskiy” of the Stavropol Territory and specializes in the treatment of cardiovascular diseases.

The prosecutors found out that under the pretext of providing the employees of the institution with housing between the sanatorium and CUA, controlled by Magomed Kaitov, in 2006 investment contracts were concluded for the construction of a house of 86 apartments with an area of 4.9 thousand square meters.

Under the terms of the agreements 22% of the area (19 apartments) were to go to the employees of the sanatorium, and the remaining 78% (67 apartments) – to CUA. However, “acting against the interests of the organization”, Sergei Makarov reduced the share of the sanatorium first to 6%, and then to 2% with the payment of a symbolic compensation of 4.72 million rubles in exchange for it. As a result, Magomed Kaitov’s structure got the right to all the housing, and Krasnye Stones was left with nothing. It should be noted that, according to experts’ conclusions, at the time of termination of the sanatorium’s participation in the investment contract in 2010 the market value of the object amounted to 308 million rubles, and now – one and a half billion. The building itself was commissioned 15 years ago. At the same time, 26 of 86 apartments were owned by persons “affiliated” with Messrs. Makarov and Kaitov, including employees of IDGC of the North Caucasus and CUA, as well as friends or relatives of the defendants.

Sergey Makarov was convicted by the Kislovodsk City Court in November 2024 for abuse of power (part 3, article 286 of the Criminal Code) to three years in prison, but was released from punishment due to the expiration of the statute of limitations. Magomed Kaitov, who was considered the chief power engineer of the Caucasus, is a defendant in a criminal case on organization of a criminal association and embezzlement of 5 billion rubles (Articles 210 and 159 of the Criminal Code). But the hearings will be held without the main defendant, who is hiding abroad.
