Roskomnadzor held an exercise to shut down the Internet in Russia

There was a massive outage in Runet, caused by a hacker attempting to download updates to TSPU (technical means of countering threats).

At about 17:10 Moscow time there was a massive disruption in the work of Russian telecom operators. Internet did not work at “Beeline”, “Megafon”, MTS, Tele2 and other operators, users reported. There were difficulties with ordering cabs and completing rides on carsharing. At about 17:25 Moscow time many sites that had gone offline began to open, the work of the Runet began to gradually recover.

According to the site crash.rf as of 17:55 Moscow time, there were still failures in the work of applications of some banks – in particular, Alfa Bank and VTB – and services – among them, Samokat and Yandex Navigator.

About half an hour after the runet was restored, Kommersant was informed by Roskomnadzor: “A short-term disruption in connectivity has been established. Network operation was promptly restored by the on-duty services of the Center for Monitoring and Control of the Public Communications Network.

Vedomosti’s source in one of the telecom operators said that the failure was due to “problems with the technical means of countering threats (TSPU) of Roskomnadzor and the Main Radio Frequency Center.”

The publication’s source said that “problems arose with a set of extensions to the DNS protocol – DNSSEC.” This protocol guarantees the reliability of data when accessing a resource; in Runet it is used to eliminate the possibility of IP address spoofing during attacks.

The Russian Domain Coordination Center told news agencies that the infrastructure of the top-level domains .ru and .rf and Russian DNS servers “are working without fail.
