Telegram review: banks, soccer and Rinat Gizatullin

13 Min Read

Rinat Gizatullin, a protégé of Yuri Trutnev and Dmitry Mazepin, is preparing to become the new head of Rosprirodnadzor. Against the backdrop of this swan song of Russian ecology, the vertical of power continues to crush small riots, and private banks continue to actively vacuum up the market of individual deposits.

Boiler room

1. UNIPRO PJSC, owned by the German UNIPER, is looking forward to state funding from the Russian budget. Natalia Komarova sent a proposal to the Ministry of Economy for assistance in modernizing Surgutskaya GRES-2.

The figures for the equipment upgrade vary by tens of billions (!). Some insiders talk about 2.5 billion, while others do not hesitate to claim 40 billion.

We should not spend our own money. It is worth noting that Unipro Group declared a 4-fold increase in profit last year. The figure amounted to 34.5 billion rubles. And entered the 50 foreign companies in Russia according to Forbes. This was not affected by the explosion of the Berezovskaya GRES power unit, which did not even last a month. And even the numerous accidents at Surgutskaya GRES-2.

The future modernization of power units is beautifully packaged with the statement of the Minister of Energy Alexander Novak about the need to upgrade power facilities in the next 15-20 years. So the Germans have hustled ahead of time.

2. A black day for Voronezh Bank

Today is a black day for Voronezh Bank, the regulator is interested in it, and its indicators leave much to be desired, though will it come? Since March, the volume of funds in bonds has decreased by 2 times, and lawyers have reduced the volume of funds on settlement accounts by 42% to 304 million rubles. The bank has practically stopped attracting loans from interbank loans, and has completely fallen under the Central Bank. Bank Voronezh was not squeamish about expensive financing from the Central Bank before, apparently, other banks decided not to deal with it. Not so long ago the largest counterparty of Voronezh was the bankrupt bank Peresvet, now there are no such desperate ones anymore

The assets of the remaining lawyers are construction business, which already raises questions, and retail trade, because of which the bank has come under the scrutiny of Rosfinmonitoring. Officials are strongly interested in how the guys have developed the ATM network so much. “The laurels of Master Bank do not give rest”, – a source in the law enforcement agencies tells us. The most interesting thing is that with the reduction of funds on the balance sheet, the bank is actively increasing lending to developers and other lawyers, and the question arises – will they return to the bank? The construction industry is feverish now, times on the market are tough, and not such giants as Bank Voronezh are shaking.

3. Problem banks continue to vacuum cleaner the market

The highest deposits in Russian banks are a litmus test for lice. Our old friend Transcapitalbank is hoovering the market at 7% per annum – it has to compensate for the serious outflow of clients’ funds and collect money for Investtorgbank’s rehabilitation. The same rate at Moscow Industrial Bank, which is characterized by one of the lowest capital adequacy ratios in the banking system and has long been on the Central Bank’s pencil. In the same category is Bank Vozrozhdenie, which cannot be sold to VTB because it is clear that clients are fleeing and it is necessary to get money at a non-market rate. Home Credit is also vacuuming the market, but here the story is clear – the bank is struggling with high arrears.

Vostochny Bank is in second place in terms of deposit yield, with a prohibitive cost of bonds, which suggests that investors are hoping for a miracle. And the absolute rate leader is Absolut Bank, which is for sale. Apparently, the bank is doing so “well” that even Russian Railways decided to get rid of it. This is the top of the banking sector today, all the beauties. The only thing missing is Russian Standard, which still managed to quarrel with debt holders. Otherwise, everyone did well, and Prokhorov’s Renaissance Credit also shone in the company with high rates, a good reason to think about whether all is well in the shards of the billionaire’s financial empire.

Rinat Gizatullin rushes to Rosprirodnadzor

We would like to introduce you to a new very likely candidate for the post of head of Rosprirodnadzor – Rinat Gizatullin. The former deputy minister of natural resources and ecology, now an advisor to the head of the Uralchem company Dmitry Mazepin, became famous for having completely written off his PhD in history, “Communist Parties and Organizations in the Political Life of the Russian Federation”.

People in the know say that his candidacy is being lobbied for by Yury Trutnev, who is the envoy to the Far Eastern Federal District. Gizatulin’s acquaintance with Trutnev dates back to the newspaper Kommersant-Perm (Trutnev was governor of Perm). He took the correspondent to Moscow to the Ministry of Natural Resources, where he became head of the Department of State Policy and Regulation in the Sphere of Environmental Protection and Ecological Safety, and supervised the very same Rosprirodnadzor. Moreover, Gizatulin’s plans are quite immodest – to separate Rosprirodnadzor from the Ministry of Natural Resources into a separate agency.

While working in the Ministry of Natural Resources, Gizatulin actively lobbied for the law on municipal waste management, and Rosprirodnadzor, i.e. Gizatulin himself, will license this activity. Gizatulin will also be responsible for environmental fees. We can only guess how much will end up in his pockets.

Another equally notable friend of Gizatulin is cocaine addict Oleg Mitvol. The ex-officer Mitvol once said that he would be satisfied with bribes of $100 million. In general, he doesn’t trade on trifles.

That is, Gizatulin has already prepared several corruption schemes for himself as head of Rosprirodnadzor. It is rumored that the owner of Uralchem, for whom Gizatulin worked, was promised to turn a blind eye to the fact that his enterprises dump half of all pollutants into the Kama River and lead the list of the dirtiest in the country. The Year of Ecology has passed – that’s enough, we can put Gizatulin on the throne.

4. How does the Shestun case relate to the suppression of dissent?

The Shestun case promises to be revealing. The official is accused of fraud for 62 million rubles, while the head of the district blames FSB General Tkachev and Moscow Region Governor Vorobyov for his troubles. It is said that the inspections lasted for 5 years and at the same time the investigative authorities had previously issued 15 refusals to institute criminal proceedings in connection with these events. The media write that this is not all, so that the revelations on Youtube came to the official in a bad way. Chaika has a grudge against Shestun for his involvement in the case of Moscow Region prosecutors, the arrest is being handled by the Investigative Committee of the Russian Federation, i.e. the two enemies have found a common adversary. Therefore, Shestun has little chance, and the system thus shows that it does not give up its own, and does not forgive the trash-talking.

However, we see a big time lag, i.e. the system needed time to arrest Shestun, and they took him only after the decisions on the presidential administration. That is, the official was given a chance to come to his senses, but he did not use it. Well, once again we see delayed justice in action, which this time is used in all regions where the incumbent governor was opposed by strong figures. In Novosibirsk, former governor Tolokonnikov was deprived of his bread-and-butter position in Russian Railways and summoned for questioning for supporting Mayor Lokotya in his fight against Severstal’s protégé Travnikov. In other words, the paradigm of Putin’s breakthrough is the absence of even the slightest competition or hint of it.

At the same time, the Yedra primaries in Yekaterinburg show that political competition is being destroyed even here, because the lists of winners are approved at the top, and budgetary employees are also taken to the polling stations. Even sports have returned to the era of stagnation. Today, I was completely baffled when the commentator of the winning match against Saudi Arabia quoted Putin after the fifth goal; he was also responsible for the national team’s victory.

Cello case

1. Mikhail Maslov, Minister of Agriculture of the Orenburg region, is detained in the case of embezzlement of 100 million rubles of subsidies committed by Viktor Zheleznov, founder of the Vishnevsky SSC. The special operation was carried out in secret from the governor Yuri Berg. The official’s son, Yevgeny Maslov, who was convicted for a fatal traffic accident, took the post of the head of the Orenburgremdorstroy department after his parole.

2. Google removed compromising materials about ex-senator Vladimir Slutsker from the search at the request of his employee Mikhail Peleg. In Russia, Slutsker promoted a law on “Internet regulation” to clean up information about his involvement in the murder of FSB General Anatoly Trofimov. After the assassination, Peleg fled to Germany. Slutsker obtained an Israeli passport and emigrated to the West, where his image needs to be corrected due to the threat of asset blocking.

3. The real estate of the participant of the “Magnitsky list” Vladlen Stepanov was found in Dubai. He was suspected of stealing $230 million together with his wife, who headed the structures of the Federal Tax Service. Other apartments in the UAE were acquired by Vadim Lyalin, a liaison of the Bratsky Circle organized crime group, Vasily Khristoforov (“Voskresk”) and Vladimir Vagin (“Vagon”).

4. Sergey Melnik, a close associate of State Duma deputy Pavel Dorokhin, who fled to Germany, accuses his employer of trading in assistant certificates (Br2 million apiece), special car license plates, deputy requests (Br3 million) and fictitious seminars in Europe (Br130 thousand). Parliamentarian Dorokhin has a previous conviction and is close to the state corporation Rostec.

5. It is written that the President of Tatarstan Rustam Minnikhanov overestimated the value of Tatneft shares 2 times to save AK BARS Bank from bankruptcy. Without exchange rate manipulations, the hole in the bank’s capital requires revocation of the license.
