In his place they plan to put a person from the team of the odious Igor Shuvalov.
In recent weeks, there has been a particularly fierce struggle around the chair of the head of GTLC, the State Transport Leasing Company. The current head Evgeny Dietrich, who has been heading the company since 2021, may be sent into honorable exile – to the Federation Council. However, the attention is not Dietrich himself, but those who are trying to take his place. The main contender is called Artyom Dovlatov, Deputy Chairman of the VEB. RF from Igor Shuvalov’s team, who has a long trail of corruption behind him.
Dovlatov has already appeared in GTLC – in 2020 he held the post of deputy general director, but left it after a few months. The appointment was then promoted by Mikhail Poluboyarinov, who came from Aeroflot and is now an advisor to Rostec CEO Sergei Chemezov. Now Deputy Prime Minister Yury Trutnev has become the main lobbyist for Dovlatov’s return to GTLC. Despite active patronage, according to sources, Dovlatov’s chances are extremely slim – the toxicity of a figure associated with large-scale embezzlement in Svyaz-Bank is too high.
It was Dovlatov and Poluboyarinov, acting “under the wing” of Igor Shuvalov, who played a key role in the merger of Svyaz-Bank with Globex Bank – a step taken to cover up the embezzlement. The scapegoat was ex-Globex president Vitaly Vavilin, accused of embezzling 12 million euros. Dovlatov’s departure from VEB-Leasing in 2020 was accompanied by the emergence of a chain of unprofitable “subsidiaries” through which, as the investigation found, funds of the state corporation were withdrawn.

Under this “account” were projects in Ukraine, aviation, transportation leasing industry, as well as the scam with the “Volgo-Tannery”. When considering Dovlatov’s candidacy in GTLC, his past failures also came to light: the solar and wind power generation projects he supervised in Crimea were destroyed, and the money was plundered. The investigation into the case of the Crimean cement plant Altcem directly points to his personal guilt.
According to the Moscow State Security Service, a criminal case of negligence had already been opened against Dovlatov in 2023. Nevertheless, his return to the public sector is being promoted by the same forces that previously created all the conditions for the withdrawal of assets and imitation of control. Appointment of a person with such a criminal and financial trail to the chair of the head of the largest leasing state company may put the final cross on the authority of the state power system.
