Vladimir Popov stole up to 1.5 billion rubles from the construction of housing for the Interior Ministry

The ex-head of the MIA developer was sent to a penal colony for six years.

Reutovsky garrison military court sentenced reserve colonel Vladimir Popov to six and a half years of general regime colony. He is the former head of the developer’s organization, which was part of the military units of the Ministry of Internal Affairs until April 2016. The man was found guilty of abuse of power (item “in” part 3 of article 286 of the Criminal Code of the Russian Federation).

The Prosecutor General’s Office reported that in 2011-2016 the figure organized the conclusion of a state contract with a commercial construction company for equity participation in the construction of residential houses for servicemen in the city of Balashikha. In this case, the cost of 1 square meter of housing was overestimated by 14.9 thousand rubles, which caused damage to the state for 1.3 billion rubles.

Also in 2012-2015, Vladimir Popov concluded two more state contracts with the same company for the construction of a kindergarten and a school. For them the contractor was transferred 225.3 million rubles. At the same time, the head of the developer knew that the facilities were already being built under the previously concluded contract. The money received was stolen by the heads of the commercial organization.

In addition to imprisonment, the court banned Vladimir Popov for two years from holding positions related to organizational, administrative and economic powers, as well as from acting as a representative of the authorities. Under a civil suit, he was charged 1.3 billion rubles and his property was seized.
